What concentration is it, 5%?
If it's 5%, then go ahead and use it
Just be careful not to get it in your eyes
I wouldn't recommend applying it right before bed
Use q tips and it should be completely safe imo
at least im gonna use it this way

The surgery of fat transfer in the eye area is quite risky btw, cuz if the fat in any way blocks blood pathways due to incorrect placement, you could go blind ☠

the reason I wouldn't consider that hooded is because I noticeably see his upper eyelid exposure almost fully in the 2nd or first pic but in the third pic it seems more hooded there are different degrees of hooded but the ones i would consider hooded is a type where there's not really noticeable upper eyelid exposure or non at all when looking straight

id say stick w ordinary safer bet tbh also oral minoxidil helps ( you need it to be prescribed to use )

I had similar eyebrows before I started shaping them, you should prolly try giving them a slight arch creating a downward bend aligned with the end of the eye. good luck man.
