Implemented Custom HEX name color only for OGS

Only ogs should be allowed to change name colour's. The rest should be based on posts (greycel 500 posts etc)

And there should be vip with changeable name colour's + animation

Custom color is currently only allowed for OG vets and the others are earned by post count, so we already do that. We hope to add a lot of perks for VIPs though.
