Usually they're celebrities who do the runway despite their height. Height is a huge factor in runway modeling. I mean even the "smaller" runways are still being hosted by wealthy companies or wealthy individuals, so they're not exactly "small local businesses" that you could work for instead where they'd be willing to overlook the height thing. You could probably do magazine modeling though; height isn't always a huge factor because it's photography and you can still wear cool fits.
What I recommend doing is whenever you're "ready" to try modelling, to get some digitals taken and just apply to a bunch of modeling agencies, including runway agencies. The worst they can say is no and as long as you go into it understanding it's a low chance (not getting your hopes up), there is a genuine possibility they overlook the height. But you won't ever know if you never apply for them.
On .com we've had a user who did actual modeling and got into an agency and everything. I'm not sure if he's still active but talking to people who are inside of the industry could help as well.
